, foreign policy and defense reporter for politico. tim, good morning. what do you expect romney to focus on in his speech at the virginia military institute on monday? >> yeah. the virginia military institute speech is going to focus primarily on foreign policy. it's going to be a big, broad speech about what he would do as commander in chief, and you can expect him to go straight to benghazi, to go straight to what he views as the president's inability to kind of take an aggressive foreign policy stance on the global stage. no doubt he is going to mention veterans, and i think he will also see him talk about his plan to raise defense spending. up to 4% of gdp, which is higher than it is even now. >> this is certainly about posturing, about sounding presidential, but how does this compare to president obama's last major foreign policy speech, the one that he maude at the united nations general assembly? >> it's going to be quite different. i mean, the president is probably more conciliatory and mitt romney is going to take a more aggressive tone towards arab states. he is going to ramp u

foreign policy speech days after the debate. over the weekend, the white house was on the defensive after the friday's announcement that the deadly assault on the u.s. consulate in bengahzi was deliberate and organized. peter king of new york called on susan rice to resign as u.s. ambassador to the united nations after she initially claimed the attack on the consulate was part of the spontaneous protest after an anti-islamic video. yesterday paul ryan and john mccain slammed the administration's handling of the deadly attack. >> the response was slow, confused, inconsistent. they first said it was a youtube video and a spontaneous mob. we now know it was a planned terrorist attack if this was one tragic incident that would be a tragedy in itself. the problem is it's part of a bigger picture that the obama foreign policy is unraveling before our eyes on tv screens. >> i think it interferes with the depiction that the administration is trying to convey that al qaeda is on the wane, everything is fine in the middle east. >> you think it's political? >> how else could you trot out our u.n. am
